FYI: Actually, the letter was heavily edited by the Banner Editor. I don't know why, but they left off the "Preamble" section of HJR-NN, explaining that it would become a state constitutional amendment if passed by the legislative process and by a popular vote in November 2008. They goofed, for sure.
